NOTICE FOR INVITING E-BIDDING
(Under Single Stage-Single Envelope E-Bidding System)
The Deputy Director Building Control, Mangla Dam Housing Authority Mirpur, on behalf of the Employer, invites electrical bids in accordance with AJK PPRA Rules 36(a), as per Single Stage-Single Envelope Bidding Procedure, from the eligible Firms/Contractors licensed by the Pakistan Engineer Council (P.E.C) and having endorsement in C&W/PP&H Govt. AJSK for FY 2023-24 in appropriate category mentioned against each work in Column No. 6. Bidders desirous to bid as Joint Venture must get prior approval from the Employer for bidding as joint venture.
Bidding is open to all Eligible Bidders: MDHA-22/24, Improvement and Reconditioning of link Road No.24-94 to BanKhairi Pound Sector C New Town Chakswarl. (Length 2900ft)

The newly registered bidders are directed to get username and login details from IT Section, Office of The Chief Engineer Highway (North) Block H, DHQ Muzaffarabad. Bidders/Firms which are registered with E-Bidding in the Department can use already provided username & password. Bidding Documents and instructions to Bidders can be downloaded from contractor's dashboard. Interested bidders who have submitted their Electronic Bid(s) upto due date & time mentioned in column 8 above, will be opened as per schedule and at the same time the comparative statement will be visible to the Bidders or their nominated
representatives & Bid Opening Committee.

The Interested bidders shall upload scanned copy of Bid Security as per Column mentioned above in shape of CDR along with
their relevant documents on its dashboard.

The Contractors/Firms quoting their rates below 10% of Engineering Estimates shall submit additional bid security equal to the difference between Engineering Estimate and Bid Price in shape of CDR/Bank Guarantee issued by a Scheduled Bank of Pakistan having its branches in Azad Kashmir and shall upload scanned copy of Additional CDR on its Dashboard.

All CDRs must be issued by a Schedule Bank of Pakistan having its branches in Azad Kashmir from bidder's/firm's own account.
Electronic Bidding shall be done on Percentage (Above/Below/At par) Basis. Only Two digits after the decimal point shall be considered for evaluation purposes.

Blacklisted Firms/Contractors/Companies/Suppliers/Distributors are not allowed to participate in the bidding process. The interested bidders shall furnish an affidavit/certificate that they are neither blacklisted nor involved in conflict with Govt anywhere in territory of the state of AJK or federally administrated areas all provinces of Islamic Republic of Pakistan.

Hard copy of Original CDRs along with Bidding Documents (uploaded by Mangla Dam Housing Authority) duly signed & stamped by the Contractor/Firm must be submitted in office of the Deputy Director Building Control within 48 hours after opening of bid through E-Bidding system.
The interested bidders shall upload only Letter of Bid of the Firm/Contractor, other documents required for qualification/responsiveness as per Bid Data Sheet and BOQ on E-Bidding Dashboard. The remaining data/particulars shall be
submitted in shape of hard copy along with uploaded pages within 48 hours after opening of their bid(s). Otherwise such bidder/bidders will be declared as disqualified.

In E-Bidding System, the software supports only PDF file Format for Technical Profile uploading option, therefore interested
bidders shall upload their Technical Profile in PDF file format only.

Any Bidder(s) who provides incorrect information or does not submit hard copies of complete bidding documents including those
documents uploaded on its dashboard, shall stand disqualified and shall be banned for two years for participation in any type of bidding procedure.

In case of any disturbance or fault in Internet or electricity supply the proposed date of Bid opening would be the next day with one hour difference as per proposed time.

The competent authority reserves the rights to reject all or any bid under the Clause 33 of AJK PPRA Rules.
