1) Third-Party Evaluator Consulting Firm for assessment and Validation of Cost of Common Facilities developed under EPC Contract at 660 MW Coal Fired Power Plant, Jamshoro as per TORs. In RFP Document.
2) Hiring of Consulting Firm to Witness/Monitor/Evaluate the EPC Performance Guarantee Tests of CAT-I & II, as per TORs. at 660 MW Coal Fired Power Plant Jamshoro, a Govt owned entity under Ministry of Energy (Power Division) Islamabad.
All EPADS Registered prospective and eligible Consultancy Firms/Consultants with specific experience & qualifications and capacity & capability in satisfying the following.
i. key requirements of assessing the cost of Common Facilities constructed in EPC scope and
ii. Proficiencies in Witnessing/Monitoring/Evaluating the Performance Guarantee Tests of CAT-I & II performed at giant power plants under EPC Scope.
For Assignment No.1: Within 30 Days effective from the Commencement Date
For Assignment No.2: Within 45 Days effective from the Commencement Date
As per Market Prevailing Competitive Rate
The RFP shall be conducted through the "Single Stage Two Envelopes" procedure in accordance with Rule 36(b) of the Public Procurement Regulatory Authority (PPRA) Rules. The proposals will be evaluated using the Quality and Cost Based Selection (QCBS) method to determine the Most Advantageous Proposal for entering Assignment-Based Consultancy Contract(s).
Interested consultants may submit proposals for either one or both assignments and must quote separate consulting fees for each assignment.

On or before 11:00 Hours on Thursday, 09th April, 2026 must be uploaded on EPADS. No Manual submission will be entertained.
At 1130 hours on Thursday, 09th April.2026 (if any gazette holiday falls/announced by the Federal Government, the same will be opened on next working day) at JPCL Conference Room 1st Floor, Main Admin Building, TPS Jamshoro.

Proposal Securing Declaration; required to be uploaded on EPADS and original must be submitted along with Proposal to Manager Procurement & Inventory, 2nd Floor, Main Admin Building, TPS Jamshoro well before deadline for submission of "Proposals" without which proposal may be declared nonresponsive.
90 days after the date of opening of the Proposal
JPCL shall notify the bidders of any Addendum or Corrigendum through JPCL website www.jpcl.com.pk under "Tender & Quotation" Tab/PPRA-EPADS.
