PUBLIC HEALTH ENGINEERING DIVISION KARAK-1 KHYBER PAKHTUNKWA
NOTICE FOR INVITING TECHNICAL & FINANCIAL PROPOSALS
Public Health Engineering Division Karak-1 intends to invite Technical & Financial Proposals on the basis of single stage two envelope systems from the pre-qualified firms already notified by the Chief Engineer South (Chairman of the Committee) for supply. installation, testing and commissioning of the solar based pumping machinery to be installed on the water supply schemes under various Programme.

Scheme wise list, Technical Specification and the design parameters of pumping machinery for each of the water supply scheme all other terms and condition are given in the bidding
documents. Bidders may obtain bidding documents and further information from office of
the Executive Engineer PHE Division Karak-1 on any working day before the closing date.
GENERAL TERMS AND CONDITIONS:
1. Technical Design should be based on Hydraulic Parameters of the scheme provided in the bidding documents and rates should be quoted accordingly in financial bid.

2. Last date of bid submission is 16/09/2024, at 1400 Hours. Technical Bids will be opened at 14:00 hours on the same day, by the bids evaluation/Procurement committee in the office of Executive Engineer Public Health Engineering Division Karak-1, in the presence of bidders or their representative opted to attend. Date of financial bid opening shall be intimated accordingly.
3. The contractors quoting their bids more than 10% below up to 20% below on Engineers Estimate, shall submit along with their bids 8% Additional Security of Engineers Estimated cost in addition to 2% bid security in light of KPPRA Notification No. SRO(14)/Vol:1-24/2021-22/6158-71 dated 10/05/2022, in case the bidder quotes more than 10% below than Engineer Estimate and bid is not accompanied by detail rate analysis and or required amount of Additional Security then the said bid shall be considered as non-responsive and all the securities submitted along with such non responsive bid shall be forfeited in favour of Govt:

4. If a contractor quoting bid more than 20% below shall submit with his bid an additional security on Engineers Estimated cost equal to the differential amount of submitted bid and Engineers estimate along with detailed rate analysis. In case of more than 20% below bids, if the bid is not accompanied by the detailed rate analysis and/ or required amount of additional security, then the said bid shall be considered as non-responsive and thus all the securities submitted along with such non-responsive bid shall be forfeited in favour of Government and the 2nd lowest bidder and so on will be considered accordingly. In case detailed rate analysis submitted with the bid is in view of the Procuring Entity, not convincing, the Head of the Procuring Entity may declare such bid Non-Responsive.

5. Bidding/Tender documents fee of Rs. 4000/- as per Govt, rules shall be payable through
CDR (non-refundable) in the name of Executive Engineer PHE division Karak-1.

6. Bidders must be registered with KPRA and shall have renewed their registration.

7. This tender notice is also available on PHED website www.phedkp.gov.pk.

8. Other terms & condition can be obtained from the office of the undersigned on any working day, before last date of submission of bids.

9. The competent authority reserves the right to reject any or all bids assigning cogent reasons on request of bidder if any.

10. The Successful Bidders shall continue the work within 15 days positively after receipt of written work order if funds are available.
