Important Notes:
• CARE Pakistan reserves the right to award the contract to more than one training firm if deemed necessary to meet program deadlines, geographic coverage, or based on the assessed capacity of the selected firms. This approach is intended to ensure timely, high-quality delivery in line with program needs.
• All financial proposals must be submitted in Pakistani Rupees (PKR), inclusive of all applicable taxes and associated costs.
• The cost must be quoted on a per-beneficiary basis.
• Each training firm must disclose its capacity to deliver trainings while maintaining quality
standards.
• In the event of low-quality delivery or failure to meet agreed standards, CARE Pakistan reserves the right to terminate the contract without payment for the affected deliverables, and the award may be made to the next-ranked firm.
• CARE Pakistan also reserves the right to award the contract to more than one training firm, if
required, to meet program deadlines, geographic coverage, and quality benchmarks.
12. Reporting:
The Consultant/ trainer /firm will report to the Assistant Country Director - Programs and will work closely with other members of the Chef De Cuisine Project.
13. Duration of the Assignment:
Tentative Start Date: 5th September 2025
Assignment End Date: 31st July 2026
14. Intellectual Property Rights
A contract for this project will only be awarded on the condition that all information, reports and plans, both print and electronic that may have been designed specifically for this project, in whatever format, will belong to CARE in Pakistan. The consultant/service provider may not use the data for their own training purposes, nor license the material to be used by others, without the written consent of CARE
PAKISTAN.

Eligible and interested consultant/service provider must submit their proposals via email to
pak.procurement@care.org with the subject line “Consultancy for Business Growth & Marketing with Digital Financial Literacy for Home Chefs” by 11:59 PM on 28th August 2025. All financial proposals must be submitted in PDF format and password protected. Shortlisted firms/consultants will be contacted by the CARE Procurement team to provide the password via email after the technical evaluation phase
NOTE: The applications will be subject to evaluation and only short-listed consultants/Service Providers will be contacted for further process. Please note that this TOR does not entail any commitment to award a contract on the part of CARE or bear the cost of the documents. Applicant may develop a proposal based on the realistic target of beneficiaries they may manage.
