Email tenders are invited from well-reputed and registered entities or freelancers for the provision of the following service:
Aahung requires the services of an external evaluator to assess the effectiveness, efficiency, relevance, and sustainability of the Youth Empowerment on SHR in Sindh and Punjab (YES project) implemented by Aahung.
The external evaluator will conduct a comprehensive evaluation of the project based on the following key areas:
Effectiveness: Assessing the extent to which project objectives were achieved and the impact on the target beneficiaries.
Efficiency: Examining the utilization of resources and the cost-effectiveness of project activities.
Relevance: Analysing the alignment of project objectives with the needs of the target population and the broader development context.
Sustainability: Evaluating the potential for project outcomes to be maintained over time and the capacity-building efforts implemented.
Learning from Experience: Identifying successes, failures, and lessons learned from project implementation to inform future projects and programs.
Transparency: Ensuring accountability in the utilization of resources and justifying results to stakeholders, including contractors, partners, target groups, and taxpayers
The evaluation should also address the following cross-cutting themes:
Human rights: Assessing stakeholder engagement, including marginalized groups, decision-making involvement, accountability measures, discrimination handling, and human rights integration, along with strategies to tackle challenges encountered.
Women's rights and gender equality: Evaluating gender mainstreaming across the project cycle, addressing gender-specific needs, ensuring equitable participation, empowering women and girls economically, socially, and politically, challenging stereotypes, and demonstrating improved gender equality outcomes.
Climate and Environment: Assessing environmental impacts, integrating sustainable practices, mitigating unforeseen consequences, implementing measures to reduce greenhouse gas emissions, supporting vulnerable communities in climate adaptation, and establishing partnerships for climate change efforts.
Anti-corruption measures: The extent to which transparency and accountability mechanisms were implemented in project governance, addressing challenges effectively. Additionally, measures enacted to identify, mitigate, and address corruption risks, including the impact on project integrity and performance through anti-corruption policies and trainings.
Methodology:
The external evaluator will employ a mixed-method approach, including but not limited to:
Desk review of project documents, reports, and relevant literature.
Stakeholder interviews with project staff Site visits to project locations to observe activities and gather firsthand information.
Data analysis to assess project performance against predetermined indicators.
Deliverables:
Inception Report: Presenting the evaluation plan, including methodology, data collection tools, and work plan.
Final Evaluation Report: Submitting a comprehensive report with detailed findings, conclusions, and actionable recommendations.
Timeline: The evaluation is expected to be completed by 31st October 2024 from the date of contract signing.
Qualifications:
The external evaluator should possess the following qualifications:
-Postgraduate degree in a social science discipline, e.g., statistics, economics, development studies.
-At least 7-10 years of extensive experience in conducting post-project evaluations, reviews and lessons learnt studies.
-Extensive experience in conducting evaluations of development projects, preferably in monitoring and evaluation frameworks.
-Strong analytical and research skills, with the ability to collect, analyze, and interpret data effectively.
-Excellent communication and report writing skills, with the capacity to convey complex information in a clear and concise manner.
-Knowledge of relevant evaluation methodologies, standards, and best practices.
-Familiarity with the principles of development cooperation and the specific context of the project area.
Budget: The budget for the evaluation will cover all costs associated with the conduct of the evaluation, including but not limited to consultant fees, travel expenses, and report production.
Reporting: The external evaluator will report directly to the Program Lead for this project. Weekly check-ins and monthly progress meetings will be conducted to ensure that evaluation is on track.
Confidentiality: The evaluator is expected to maintain confidentiality and adhere to ethical standards throughout the evaluation process.

Bids will be received till Wednesday 15th May 2024 by 10.30am and opened on the same day. Only those shortlisted will be informed whether their bid was accepted.
