The Government of Khyber Pakhtunkhwa has received financing from International Development Agency (IDA - World Bank Group) and has launched Khyber Pakhtunkhwa Rural Investment and Institutional Support Project (KP-RIISP) aiming to strengthen state capabilities for delivery of basic services and climate resilient infrastructure to improve development outcomes in the poorest newly merged areas in the Khyber Pakhtunkhwa province and reduce poverty at large.
The Project Coordination and Monitoring Unit (PCMU) will help in intensive monitoring and coordination for P&DDD and the Steering Committee and provide technical support to departmental Project Implementation Units (Pills) in C&W, Irrigation, PHED, Agriculture and Local Government
departments.
The Project Coordination and Management Unit (PCMU) for the Khyber Pakhtunkhwa Rural
Investment and Institutional Support Project (KP-RIISP) intends to hire the services of an
consulting firm that support the Planning and Development Department's (P&DD) Project
Coordination and Management Unit (PCMU) to monitor project progress, provide independent
verification of project investments and activities, and support the evaluation of the project impacts.

The PCMU KP-RIISP now invites eligible consulting firms ("Consultants") to indicate their interest in providing the services. The interested firm will be expected to demonstrate or provide explicit information/ evidence of their qualification to perform this assignment, in their profiles, in the areas covered by the assignment, TORs. The potential consulting firms preferably have the following qualifications and professional experience.
1. The firm shall have at least Seven (07) years' experience in offering services in areas of Monitoring and Evaluation, and specifically in development and deployment of monitoring systems and survey design and execution.
2. At least Four (4) similar assignments completed i last Seven (7) years indicating the nature and scope of these assignments in areas of mo itqringand evaluation, with specific experience in the development of monitoring frameworks, oring and information systems, digitized data
systems, as well as dashboards and data visualizations, experienced in evaluations of project
interventions, designing and executing surveys, and impact research of projects and programs.
In case of the JV, each member of the JV should be able to substantially meet the shortlisting criteria (e.g. core business and general experience of 7 years, experience with preferably two or more similar assignments.). However, all members combined should meet the required criteria.
3. Experience working in Khyber Pakhtunkhwa, and specifically in the merged districts, or experience working in similar contexts and environments.
4. Logistical capacity of the firm as evident through established and functioning offices. (Please provide details of offices and details of geographic presence in the EOI).
5. Overall technical capacity of the firm and their permanent staff. Please provide details of
permanent staff in the EOI. (Key Experts CVs are not required will not be evaluated at the
shortlisting stage).
Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments and completion certificates/contracts, experience in similar conditions, availability of appropriate skills among staff, etc.). The attention of interested Consultants is drawn to Section Ill, paragraphs, 3.16, and 3.17 of the World Bank's "Procurement Regulations for IPF Borrowers" July 2016 (revised 4th Edition, November 20201 ("Procurement Regulations"), setting forth the World Bank's policy on conflict of interest and paragraph 3.18 regarding 'Unfair Competitive Advantage'. Consultants may associate with other firms to enhance their qualifications but should indicate clearly
whether the association is in the form of a joint venture and/or a sub-consultancy.
In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. In case of JV, please make sure that the number of partners is not more than three (3).
Firm will be selected in accordance with the Quality & Cost-based Selection (QCBS) method set out in the World Bank's Procurement Regulations.
