GILGIT BALTISTAN DISASTER MANAGEMENT AUTHORITY

NOTICE INVITING TENDER

Gilgit-Baltistan Disaster Management Authority (GBDMA) under GLOF-II Project invites sealed tenders/bids from all interested contractors/firms to participate in execution of following works in following District/Valley of Gilgit Baltistan for the year 2024.

Same of Work: Construction of Flood Protective Works in GB Approved Cost in Million 3% Earnest Money in Million District Shigar Construction of Flood Protective Works

1. Mandatory Requirements for Eligibility for Issuance of Tender Form: 

(a) Valid PEC Registration Certificate for current financial year with relevant category C6 & above with codes of specialization i.e. CE04 (Flood Control System) & CE11. (General Engineering Works).

(b) Attested latest profile of the contractor.

(c) CNIC of the prospective bidders.

(d) Affidavit of no litigation and no blacklisting. e) Required Bid Security (CDR) from scheduled bank of Pakistan.

2. The Location & Deadlines are as under: 

i. Location: DC Office Skardu.

ii. Issuance: Documents will be issued from 05-06-2024 to 24-06-2024 upto 11:30 AM 

iii. Submission Deadline: Due date is 24-06-2024 till 12:00 noon 

iv. Tender Opening: Tenders will be opened on 34-06-2024 at 12:30 PM 

3. Method of Procurement: Single Stage One Envelope as per S.R.O. 432(1)/2004. PPRA Ordinance, 2002 (XXII of 2002). (PEC Harmonized with GB PPRA Rules).

4. Terms and Conditions:  a. under the following conditions the bid will be rejected:-

I. Bids received after specified date and time.

II. Bids of blacklisted firms

III. Unsealed bids

(b) The Tender Documents / RFP containing detailed terms and conditions, method of constructing / supply procedure for submission of bids, bid security, bid validity. opening of bid, evaluation criteria, clarification / rejection of bids, performance guarantee etc. can be obtained from the Office of AD-GBDMA Skardu / Shigar.

(c) In case of receiving equal total quoted rate for more than one bidders, preference shall be given to the bidder having experience of more similar nature works completed (Protective Structures).

(d) Competitive bid winner has to provide Pakistan Engineering Council (PEC) firm renewal certificate for 2024/2025 after award of contract.

(e) If any member of the Procurement Committee remains out of District headquarters on date of opening of tenders, the same will be opened on the next working day at the same time as mentioned above.

(f) In case of any conflict, GB PPRA Rules 2022 shall be major rule having overriding effect on all rules.

(g) Rates quoted equal to 5% and below of the technical sanction (TS) shall be considered as unworkable and the bid will be rejected.

(h) In case of JV agreement, proper format duly signed by all partners of JV clearly mentioning share of each partner lead and associate partner duly attested by Magistrate 1st Class shall be mandatory.

(i) Bid security as specified should be in shape of CDR / TDR from any scheduled Bank of Pakistan.

(j) Procurement / supply / construction shall be carried out in accordance with the policy and guidelines issued from time to time by the GBDMA.

(k) The prospective eligible bidders may obtain bidding documents after payment of price of bidding documents and by submitting a written application personally or through an authorized representative with duly attested copy of power of attorney. Power of attorney for bidding should be in Rs. 1001- stamp paper in original mentioning the project name with employer stamp.

(l) In case of firm, list of partners / partnership deed, giving full particulars of Director / Proprietor or other connected along with power of attorney or being sole proprietor such undertaking on stamp paper is to be furnished.

(m) The proposals accompanied bid security must reach, in sealed envelopes, by hand to the Office of the Assistant Director GBDMA Skardu / Shigar before closing date and time as above and be clearly marked "BIDDING APPLICATION" for "Construction of Flood Protective Works Shigar." The Procuring Agency reserves the right to reject any or all bids subject to relevant provisions of PPRA Rules, 2004.

The Procuring Agency may reject all bids or proposals at any time prior to the acceptance of a hid or proposal under Rule-33" of said Rules.
