1. School Education & Literacy Department (SE&LD), Government of Sindh (hereinafter called "Borrower") financing from the World Bank toward the cost of the SELECT Project and intends to apply part of the proceeds toward payments under the contract for The Procurement of Civil Works for the Construction & rehabilitation of 43 Schools in Mirpukhas for Sindh Early Learning Enhancement through Classroom Transformation (SELECT).
2. The Project Director, Project Implementation Unit (PMIU) (SELECT) School Education & Literacy Department (SE&LD), Government of Sindh now invites sealed Bids from the eligible Bidders for the procurement of Civil works consist of "Construction & rehabilitation of 43 Schools in Mirpukhas for Sindh Early Learning Enhancement through Classroom Transformation (SELECT)". There are 36 new elementary schools, 3 new secondary schools, 3 rehabilitation and Extension of elementary schools, and 1 rehabilitation and extension of secondary school. The project completion time frame is set at 360 days. No margin of preference will be permitted.
3. Bidding will be conducted through National competitive procurement using a Request for Bids (RFB) as specified in the World Bank's "Procurement Regulations for IPF Borrowers" July 2016 [Revised Nov 2017 and August 2018] ("Procurement Regulations"), and is open to all eligible Bidders as defined in the Procurement Regulations. Bidding procedure used is Single Stage One- Envelope.
4. Interested eligible Bidders may obtain further information from Project Implementation Unit (PMIU) SELECT, Reform Support Unit (RSU), School Education & Literacy Department (SE&LD), Government of Sindh at the following email address and inspect the bidding document during office hours from 0900 to 1700 hours at the address given below.
5. The bidding document in English may be purchased by interested Bidders upon the submission of a written application to the address below & upon payment of a non-refundable fee of 10,000/ PKR. The method of payment will be pay order in the name PMIU-SELECT.
6. Bids must be delivered to the address below on or before 24th June 2024 at 2:00 pm. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders' designated representatives and anyone who chooses to attend at the address below on 24th June 2024 at 2:00 pm
7. All Bids must be accompanied by a 2% Bid security in the shape of Bank Guarantee or CDR or Pay order in the favour of PMIU-SELECT. Bids shall be valid for a period of 90 days after bid opening as mentioned in the Bidding documents.
