E-PAD TENDER NOTICE
The tenders for the following schemes is invited from firms / contractors on the basis of bage rates above / below on TS estimates / bids as per PRA EPAD online with relevant PRA Rules (amended up to date). According to these Rules, all the firms/contractors can participate in tendering process with following terms and conditions:
1. The intending Contractors / Firms who have valid registration with Pakistan Engineering Council for the year 2024-25 in the relevant category /codes are eligible to participate.
2. The interested Contractors / Firms have to be registered on Punjab ppra website www.punjab.eprocure.gov.pk). Any information / procedure regarding registration can be seen /
obtained from PPRA website.
3. All intending contractors / firms have to upload the earnest money in the form of CDR in favour of the Executive Engincer, LG&CD, Civil Division, Gujrat @ 5% of the estimated cost and fill rates against the work on the same website upto half hour before the opening date and time of opening of tender. However, original CDR has to be submitted in the office of Assistant Engineer, LG&CD Civil Sub Division Hafizabad on the same day, half hour before the opening of bids otherwise, the firm/ contractor will be disqualified in presence of Tender Opening Committee.
4. After filling the bids on website, contractors may attend the office of Assistant Engineer, LG&CD, Civil Sub Division Hafizabad on 16.10.2024 at 10:30 AM, where the quoted rates by the firms /contractors will be retrieved and announced in the presence of Tender Opening Committee at the opening date and time.
5. Manual bid is not acceptable at any cost.
6. There must be no cutting / amendment in bid quoted by the contractors through electronic system. No telephonic / conditional Tender and without earnest money will be entertained.
7. In case of submission of any fake information / document such as CDR / receipt, the Contractor / Firm will be disqualified from the current tendering procedure and will be black listed to participate in any tendering process of LG&CD Department. Further recommendation to PPRA and PEC will also be made against such firm/contractor for appropriate action/ black listing.
8. The procuring agency may reject all bids or proposal at any time prior to acceptance of a bid or proposals under PPRA Rule-35 (Rejection of Bids).
9. The firm/contractor shell be responsible for payment of all applicable taxes at the time of release of payment as admissible under the rules prescribed by the Government of Punjab.
10. The Lowest Bidder whose bid rate will be 5% or more below of sanctioned estimated cost of the work, the lowest bidder will be bound to deposit the difference between the bid & estimated cost as per rate quoted by the bidder as Quality Assurance Security in the shape of CDR / bank Guarantee from any scheduled bank within 15 days after receipt / opening of tenders which will be returned on successful completion of the work/contract otherwise in case of failure his earnest money will be forfeited in the favour of Government.
11.Recovery against credit of old material will be adjusted manually and accordingly bids will be evaluated.

Note: According to prevailing rules of finance department 5% of bid price in case of work exceeding 50.000 M will be applicable in addition to additional performance security.
