Name of Project: Competitive and Livable City of Karachi (CLICK) Contract Title: CBG Schemes-1 2023-24

1. The Government of Pakistan has received a credit from the International Bank for Reconstruction and Development (IBRD) towards the cost of Competitive and Livable City of Karachi (CLICK) project and intends to apply part of the proceeds toward payments under the contracts for CBG Schemes-1 2023-24 (Package-1). For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank's Disbursement Guidelines for Investment Project Financing.

2. The Competitive and Livable City of Karachi (CLICK), Local Government Department now invites sealed bids from eligible bidders for the Works consisting of following TMC offices;

3. Bidding will be conducted through the National Competitive Bidding (NCB) procedures as specified in the World Bank's Procurement Regulations for IPF Borrowers: PROCUREMENT IN INVESTMENT PROJECT FINANCING Goods.
Works, Non-Consulting and Consulting Services July 2016, Revised November 2020 ("Procurement Regulations"). and is open to all eligible bidders as defined in the Procurement Regulations. In addition, please refer to paragraphs 3.14 and 3.15 setting forth the World Bank's policy on conflict of interest.

4. Interested eligible bidders may obtain further information from Competitive and Livable City of Karachi, Program Director, CLICK, info@click.gos.pk and inspect the bidding documents during office hours 0930 to 1630 hours at the address given below.

5. A complete set of bidding documents in English may be purchased by interested bidders on the submission of a written application to the address given below and upon payment of a nonrefundable fee of PKR 10,000/- in favor of "Program Director CLICK". The method of payment will be cash only. The document may also be collected in person. Bidding documents can be seen at https://click.gos.pk/tender.

6. Bids must be delivered to the address given below on or before 02:30 p.m. on 29th Oct, 2024 and must be accompanied by a security of Bid Security of 2% of the total bid value or an equivalent amount must be in the form of Pay orders/ Bank Guarantee / demand drafts in a freely convertible currency.

8. Bids will be publicly opened in the presence of bidders' representatives and anyone who choose to attend at 02:30 p.m. on 29th Oct, 2024 at the address given below. Electronic bidding will not be permitted. Late bids will be rejected. The bidders are requested to give their best and final prices as no negotiations are expected.
