TENDER NOTICE
Lok Virsa is seeking experienced and well-established registered agencies with GST to submit their bids to undertake the below mentioned activities in connection with Folk Festival of Pakistan "Lok Mela" being held from 8th to 17th November 2024 marking Golden Jubilee Celebrations of Lok Virsa at Lok Virsa Complex, Garden Avenue, Shakarparrian, Islamabad
Scope of Work:
1. Construction/erection of commercial stalls for 10 days.

2. Electrification Illumination & general lighting of the festival grounds and hiring of generator for 10 days.

3. Hiring of tentage items during the festival. The names of registered tentage firms should be clearly mentioned on the bid.

4. Printing & designing works including entry tickets, Mela information leaflets, invitation cards, posters, Mela entry cards for artisans, artist, stall holders, and staff, Printing of panaflex, (China, star matt) vinyl printing on sabri - 2000 with fixing. Fixation of panaflex and roadside banners.

5. Hiring of sound systems for 10 days.

6. Hiring of Lights for stage performance for 10 days.

7. Hiring of SMDs for 10 days.

Submission Requirements:
Interested registered companies are invited to submit the following documents:
Earnest money/bid security i.e. 5% of total bid in the form of Pay Order/Demand Draft (refundable) in favour of Lok Virsa to be physieally submitted at Lok Virsa Accounts Section in a sealed envelope clearly mentioning the tender name, (FTN/NTN: 9010387), and scanned copy of which is required to be uploaded through E-PADS before the closing date and time.
• The tender documents will be available on digital platform "E-PADS" of Public Procurement Regulatory Authority (PPRA).
• All submissions must be made on the E-PADS system by registering for vendor/supplier portal at https://eprocure.gov.pk. Manual bid submissions will not be entertained.
• A detailed portfolio/profile of the company showcasing previous experience preferably with goverment sector.
• A quotation specifying the pricing structure.
• Contact information, including full name, address, telephone number, and email address.
• Only registered companies with FBR certificates, GST and ATL active status.
• Single stage one envelope policy shall be applied for opening the bids.
• Middlemen/contractors are not eligible to apply.

Submission Deadline:
All bids must be submitted within 18 days i.e. October 14, 2024, from the date of publishing of this tender notice before 11:00 AM on E-PADS. Late submissions will not be considered. Tenders will be open at 11:30 AM on the same day.

Evaluation Criteria:
Proposals will be evaluated based on the following criteria:
• Experience of the company.
• Quality and creativity of previous work mentioned in the portfolio.
• All kinds of relevant certificates/documents.
• Bids submitted by the relevant companies.

Selection Process:
After submission deadline, the evaluation committee will review all proposals and select the most qualified company based on the evaluation criteria in the presence of representatives of the respective companies.
