01. The Zakat, Ushr, Social Welfare, Special Education, and Women Empowerment Department, a department of the Government of Khyber Pakhtunkhwa mandated to promote the welfare of vulnerable communities of society, invites e-bids via e-PADS (e-Pak Acquisition and Disposal System) from financial institutions for the disbursement of monthly payments to Persons with Disabilities (PWDs) for the financial years 2025-26, 2026-27, and 2027-28.
02. Interested bidders must be registered with and licensed by the State Bank of Pakistan for payment systems of branchless banking and biometric verification-based payment. The bidders must also be registered with the Federal Board of Revenue (FBR) and the Khyber Pakhtunkhwa Revenue Authority (KPRA), and must appear on the Active Taxpayer List (ATL) of both FBR and KPRA.
03. The bid solicitation document can be downloaded from e-PADS at https://kp.eprocure.gov.pk, from the date of publication of this advertisement in the newspapers and on the KPPRA's website.
04. E-bids, complete in all respects, shall be submitted in response to this RFP via e-PADS and one original hard copy of the bids to the office of the undersigned by 11:00 AM, 11th February 2026. The e-opening of the technical bids shall take place on the same date at 11:30 AM.
05. pre-bid meeting regarding the instant RFP will be held at the Department, Benevolent Fund Building, Peshawar Cantt on 02th February, 2026.
06. Bidders must submit a digital copy of the bid security (in the shape of demand draft/payorder/bank guarantee) amounting to 2% of the quantum of yearly funds to be disbursed. E-bids without a digital copy of the bid security shall be rejected.
07. Bidders shall submit the original bid security (in the shape of call deposit/demand draft/pay order) to the office of the undersigned by 11:00 AM 11th February 2026. In case of failure, their bids shall be rejected.
