1. The Islamic Republic of Pakistan has received financing from the Asian
Development Bank (ADB) toward the cost of Khyber Pakhtunkhwa Food Security
Support Project, and it intends to apply part of the proceeds of this financing to
payments under the contract named above. Bidding is open to Bidders from eligible
source countries of ADB.
2. The Agriculture Department, Government of Khyber Pakhtunkhwa ("the
Purchaser") invites sealed bids from eligible Bidders for Branchless Banking Operator
Services that aims to KPAD with an E-voucher based service that transfers subsidy of
selected agriculture inputs (fertilizer and wheat) to distributors on behalf of
farmers. The subsidy amount will be transferred by KPAD to BBO for onward payments
according to agreed procedures
3. Open competitive bidding will be conducted in accordance with ADB's
Single-Stage: Two-Envelope procedure and is open to all Bidders from eligible
countries as described in the Bidding Document.
4. Only eligible Bidders with the following key qualifications defined in the
Bidding Document may participate in this bidding:
• Certificate of Incorporation of ADB Member Country
Successfully completed or deployed project under real-time Application
Programing Interface (API) base integrations with non- Banking/non-
Financial Institutions as main supplier within the last 10 years.
• Successfully disbursed an amount of at least PKR 200 million in one
deployment/project.
60,000 AP| Based transactions performed in a project/ deployment
Volume of transactions completed in the last two quarters from the
deadline of the submission of bid.
• At least 70,000 transaction of agent transfers for liquidity.
At least 150,000 transactions through mobile wallet,
Atleast 150,000 transactions through CNIC
Bulk Payments (80,000 Transactions)
At least 5000 Active Agents in KPK
At least 300 village councils with 2 Active Agents each.

6. purchase the Bidding Documents in English, eligible Bidders should
• write to the address above requesting the Bidding Documents for Bank 01
(Branchless banking operator (BBO) services for distribution of fertilizer and seed
through e-distribution system).
• pay a nonrefundable fee of PKR 15,000/- or USD Equivalent by Pay Order or
Demand Bank draft in favor of Project Director
• The document will be sent by Airmail/Courier Service. No liability will be
accepted for loss or late delivery.
7. Deliver your bid:

• on or before the deadline: 21 October 2024 by 1100 hours (Pakistan Standard

• together with a Bid-Securing Declaration as described in the bidding document.
Bids will be opened promptly after the deadline for bid submission, in the presence of
Bidders representatives who choose to attend.
