Irrigation Department Wazirabad Auction Notice

NOTICE INVITING AUCTION BIDS FOR COLLECTION OF TOLL
TAX AT QADIRABADBARRAGE DISTRiCT WAZIRABAD FOR THE
YEAR 2025.26

Sealed bids for the contract of rights for collection of Toll Tax at Qadirabad Barrage for the Financial Year 2025-2026 (Period from O1O7.2O25 to 3O-O62O26 for (365’days) will be received and opened in the office of the undersigned in the presence of Committee headed by Superintending Engineer, Q.B. Link Circle Farooqabad in the presence of bidders as per schedule noted below:

2. The Reserve price for auction of Toll Tax for the year 2025-26 (period from
01 O7-2O25 to 30-06.2026 Le. 365 days has been fixed as Rs, 31 ,237,7951- (Rupees Three
Crore, Twelve Lac, Thirty Seven Thousand, Seven hundred & ninety five only) i.e.
Rs. 855831. Per day, excluding all applicable taxes and will be applied to remaining period
accordingly on pro-rated basis.
3. Possession for Rights of Collection of Toll Tax at Qadirabad Barrage to the successful Bidder will be handed over after approval of Competent Authority, depositing of 1 Installment and submission of bank guarantee equal to I 0% of total bid amount. The rights of Collection of Toll Tax by the contractor will expire on 30.06.2026 at 2400 hours, if the contract Is not rescinded earlier on violation of the Contract Agreement and conditions laid down in this notice.
4. In case of falling any local holiday in District Wazirabad I Hafizabad on any date given above, the schedule of sale/receipt/opening of tenders shall stand unchanged.
5. No conditional bid shall be acceptable.
6. Only those persons I Firms I Companies shall be eligible to receive the Tender Documents and participate in bidding process who will submit a deposit at Call I Bank Guarantee @ 5% of reserve price during office hours on 17.06,2025 in favor of Executive Engineer Qadirabad Barrage Division, Qadirabad. The deposit at call will be got verified from the concerned bank. The contract documents will be issued after handing over the attested copy of specimen signature, Copy of National identity Card, Partnership Deed arid Power of Attorney in case of Firm.
7 Bidding documents Will be issued on Cash Payment of. Rs. 10,0091.. (Ten thousand only) on non refundable basis. The prospective bidders are advised to visit the site before submission of bids to have all site related information. No claim with respect to site related issues will be admissible, at all later on. All pages of the tenders must be signed and stamped by the bidder before submission. No cutting or overwriting be acceptable,
8. All prospective bidders are requested to submit WRITTEN CONFIRMATION (POWER OF ATTORNEY) authorizing the person to submit the bid on his/their behalf, Written confirmation from Owner I Head authorizing the person as signatory to bid must also be accompanied the “Bid” along with his CNIC duty attested by the owner of the firm. Original CNIC be verified at the time of opening of the bids,
9. In case of provision of wrong information as well as concealment of any relevant facts by the ,. prospective bidder be liable to face legal action as well as disqualification.
10. The Bid opening committee is authorized to cancel any bid or all the bids without assigning any reason thereof.
11. The prospective bidder who has been declared defaulter, debarred, or blacklisted is not eligible
to participate in the bidding process.
12. The respective bidders shall provide an undertaking as mandatory requirement on stamp paper
Rs. 100/- duly notarized and attested by 1 class Magistrate stating that;
a. He 1 His firm is not blacklisted and is not defaulter of any Government Department.
b. They have gone through to bidding documents I request for proposal (RFP).
C. The information 1 record given with the biddings are correct and they have not concealed any relevant information
13. Toll Tax Contractor will be responsible to make necessary arrangements at his own cost for collection of Toll Tax & shall be responsible to pay all dues/Electric Charges etc.
14. Acceptance of the Highest Bid shall rest with Chief Engineer, Irrigation Faisalabad Zone, Faisalabad who reserves the Right to reject I accept the same.
15. Successful Bidder, after approval of competent authority will enter into an agreement with the Department and will be bound to fulfill all term and conditions of the agreement.
Successful Bidder Will be bound to provide the Bank Guarantee having validity up to 30.09.2026 equal to I 0% of the Total Bid Amount within 7 (Seven) days before issuance of Acceptance Leper in addition to Earnest Money.
In case of any ambiguity or disagreement the bidder contactor shall make his representation to the Superintending Engineer, Q.B. Link Circle Farooqabad (Arbitrator).
18. In case of any disagreement/dispute, the bidder/contractor may only approach to the courts once he obtained the decision to that particular dispute from the Arbitrator as per contract agreement
1 9. Contract Documents may be seen in the office of the undersigned on any working day during office hours.
20. Successful bidder Will be bound after approval to deposit Income Tax 10% of Bid amount in case of filer and 20% in case of non-ler and Registration fee © 5/8 of Income Tax in addition to monthly installment.
The successful bidder will be bound after approval to deposits in advance each installment on the jit working day of each calendar month in shape of cash payment of Installment only and Cheque is not acceptable.
22. The amount of installment will be calculated from the date of handing over possession of Toll Tax on prorated basis.
23. In case of any change or alteration In the traffic plan/route or closure of traffic, irrigation Department shall not be responsible for any loss. No any claim of the contractor in this regard shall be entertained or considered.
24. Contractor shall be liable to follow the schedule of rates of toll tax as issued by the Punjab Irrigation Department Govt. of the Punjab and will be responsible to display the schedule of rates at a visible place it Toll Plaza In CISI of non-compliance contractor Will be penalized and strict action shall be taken accordingly.
25. If during course of contract period Government enhances the rates of Toll Tax already notified, the reserve price I bid price I Installments shall increase with the same percentage,
26. The same notice can be seen on PPRA and Irrigation Department websites. Toll Tax shall be
. levied on vehicles as per Approved Schedule Notified by the Government of the Punjab vide No. SO(Rev)1RRIII 2-70121 (AU CES>878 dated 03.08.2022 and if increased by the Government the bid price shall increase with the same percentage.
27. The procuring agency may reject all bids or proposals at any time prior to the acceptance of the bid or proposal.
28. In case Government enhance the rates of Toll Tax already notified, the reserve price I bid price I installments shall increase with the same percentage.
29. If the auction thereof cannot be carried out due to any kind of reason the next date of auction will be on 19.06.2025 or 2006.2025.
