NOTICE FOR INVITING TENDERS
Sealed Tenders for the year 2024-25, are invited by obtaining single stage two envelope procedures as per SPPRA
Rules-2010, (as amended up-to-date) from interested contractors/corn panies/ firms two are registered with Pakistan
Engineering Council having (valid license upto June-2025). In the relevant field and appropriate category for
procurement of the work.

Eligibility/Mandatory Requirements
Valid Registration Certificate up-to June-2025 and onwards with Pakistan Engineering Council in relevant category and specialized codes.
 

ii. At least 03 works having same specifications and nature having equal or more cost OR quantum (in tenders of quantities) completed during last three years, with their completion certificate duly supported by documentary evidence by the concerned DepartmentlAgency. The information about experiences of works(s) executed previously can also be verified if needed at any stage.
 

iii. Each page of technical proposal must be numbered signed and stamped by the owner of Firm/Contractor.
 

iv. The Bid Security mentioned above in the shape of Bank Guarantee Call Deposit/Pay Order issued by a Scheduled Bank of Pakistan only in favour of the Executive Engineer Ghotki Division (Irrigation) Ghotki on account of (Name of firm) should be attached with the Technical Bid/Tenders, otherwise such tenders will not be entertained. Bid Security should issued from own account bidders bank.
 

V. Bio data of Engineering and Technical as well as Professional staff working with tne firm (complete detail with experience and length of services).
 

vi. Average Annual Turn-over not less than cost of equivalent cost of the scheme/project during last five years.
 

vii. Annual Audit reports of last five years (201 9-20, 2020-21 , 2021 -22, 2022-23 & 2023-24) from (ICAP) registered audit firm.
 

viii. Annual Income Tax returns of lastthree years i.e (2021-22, 2022-23 & 2023-24).
 

ix. Bank Statement must be provided for the last three years (2021-22, 2022-23 & 2023-24).
 

x. List of Machinery and equipment available with documentary evidence of its ownership/rented.
 

xi. Registration with Income Tax Department (NTN Certificate) with active status with Federal Board of Revenue.
 

xii. Registration Certificate of Sindh Revenue Board Government of Sindh (SRB) Certificate (with Active Status).
 

xiii. An Original and latest Undertake/Affidavit on Judicial paper that the bidder and its employees are not currently blacklisted by any Government, Semi-Government, autonomous or state owned organization and/ or their cases regarding blacklisting are not under trial by any Court of Law.
 

xiv. Undertaking on judicial paper that the firm guarantees is not embroiled in any litigation involving Departmental disputes, abandoned projects, or unwarranted delays in the completion of any work.
 

xv. Beneficial ownership of the firm/company in any case (must be provided on a judicial stamps paper).
 

xvi. Fresh Affidavit (in original) with effect that all the documents/particulars/certificate information furnished are true and correct. In case of Bogus/Tempered or False information/certificates provided by the company/firm shall be liable to be blacklisted at any stage.
 

02. Method of Procurement (Single Stage Two Envelops).
i. The bid comprising of “Technical Proposal” and “Financial Proposal” the proposals must be submitted in separate sealed envelopes with clear marking of “TECHNICAL PROPOSAL” & “FINANCIAL PROPOSAL”, on 24.06.2025 uDto 12:00 Noon. Initially only the envelops marked as Technical proposals will be opened on same day at 01:00 PM by the procurement committee in the presence of the bidders/firms or their representatives who have power of attorney on stamp paper with original CNIC at the office of Executive Engineer Ghotki Division (Irrigation) Ghotki.
ii. Technical Proposals opened, shall be evaluated for technical qualification of the firms. The Financial Bids/Proposals of the technically qualified/Responsive firms shall be opened on the date time that will be communicated in writing to all the qualified contractor/ firms in advance. The Financial Bids/Proposals of technically non-responsive shall be returned to the respective bidders un-opened.
iii. The Technical Proposal shall be submitted one in Original & Two Photocopies. In case of applying in Bid through courier services, original pay order and bid security must be attached with technical proposal.
iv. Tender shall be carefully and nearly filled and signed by the bidders. The rates must be quoted by contractors in words/ figures. Incomplete Tender, overwriting or conditional tender shall not be entertained.
V. All the Government Taxes including SST at the prevalent rates will be deducted from the bills.
 

03. Bidding! Tender Documents.
i. The Blank Tender? bidding documents for the above stated work can be obtained from the office of the Executive Engineer Ghotki Division (Irrigation) Ghotki from the date of NIT hoisted on SPPRA Website/Published in leading Newspapers during working days upto 24.06.2025 upto 10:00 PM on submission ofwritten application and payment of prescribed tender fee (Non-refundable) in shape of cash Demand Draft/pay order etc in favour of the above mentioned. Interested Bidder can download relevant documents from the official SPPRA Website
ii. The tender will be opened in the presence of the Procurement Committee/participating contractors/firms and their authorized representatives.
iii. Bid shall comprise single pocket containing two separate envelops. Each Envelop shall contain separately the financial proposal and the technical proposal. Envelop shall be marked Technical Proposal and Financial Proposal in bold and capital letters to avoid confusion.
 

04. Terms & Conditions
j. In case of force majeure on submission? opened date and time or if Government declares holidays the tender shall be submitted/opened on the next day at the same time and date.
ii. Procuring Agency reserves the rights to reject all or any bid subjectto the relevant provision in SPPRA RuIe-2010 (Amended-Upto-date).
iii. No conditional electronic and telegraphic bids/Tenders shall be accepted.
iv. Bids not accompanied by Bid Security of required amount and manner will be rejected.
V. Bids received after specified date and time will be rejected.
vi. Bid Validity period 90 days.
vii. The Bidders providing unsubstantiated and/or incorrect information are liable to be disqualified.
viii. In case of any member of Procurement Committee happens to be out of Head Quarter on the date of opening the bids will be submitted and opened on next working day or as date announced by the procuring agency.
